We are dedicated to strengthening environmental governance by providing tools and building capacities in regional and local governments, as well as in communities, to jointly reduce threats facing the Amazon forest and ensure effective law enforcement. Technology for environmental justice

Technology is a key enabler of environmental justice, providing tools that empower communities, foster transparency, and enable active participation in the protection and conservation of the Amazon forest. However, technology alone is not sufficient. It must be accompanied by inclusive policies, collaboration, and collective commitment to achieve a thriving Amazon.

In this context, Conservación Amazónica – ACCA, with the support of partner organizations, has led the implementation of digital monitoring systems and applications to strengthen control and surveillance in the Amazon regions of Ucayali, Loreto and Madre de Dios.

Capacity Strengthening and Equipment

Strengthening the capacities of communities, forest users, Environmental Enforcement Entities (EFAS) and Specialized Environmental Prosecutor's Offices (FEMAS), is essential, as it enhaces knowledge and skills across multiple areas. In the case of Indigenous organizations and forest users, our objective is to empower them through technology so they can effectively serve as defenders of environmental justice.

Regarding EFAS and FEMAS, we provide the knowledge required to strengthen decision-making in addressing environmental crimes affecting forests. We train them in legal, administrative, and technological aspects to enhance their sanctioning capacity in forestry and wildlife matters, contributing to stronger oversight in the Amazon forest. We also provide equipment to support the effective execution of their responsibilities.

Additionally, we promote the National Network of Satellite Monitoring Units, which enables coordination among public and private institutions responsible for territoritorial surveillance in the Amazon, improves information management, and facilitates rapid response to forest threats.

Currently,15 public and private Satellite Monitoring Units operate in different regions of the country, carrying out essential work to  protect the Amazon forest through the use of remote sensing data, information and communication technologies.

Amazon Legal Clinic

The Amazon Legal Clinic, created by Conservación Amazónica - ACCA, provides free legal support to forest users for the defense of their territories, as well as to ensure they understand their rights and obligations regarding their lands. The Legal Clinic is a space where various legal assistance and/or legal representation services are provided to forest users in vulnerable situations, as well as Indigenous peoples, organized civil society, and citizens in general in response to potential impacts on forests linked to environmental crimes.

This clinic is part of ACCA's Environmental Governance and Policy Unit and operates through four lines of action: legal representation, legal advisory, citizen participation, and regulatory development.

Currently, the Legal Office is being implemented in six regions of Peru (Ucayali, Loreto, San Martín, Amazonas, Cusco and Huánuco).

Coordination for Control and Surveillance

Forest protection depends on a coordinated control and surveillance system led by forestry and wildlife authorities. The law establishes this system at the national, regional, and local levels to address complex challenges in forest protection. At the national level, there is the National Forestry and Wildlife Control and Surveillance System (SNCVFFS),while at the regional level, the Regional Forestry and Wildlife Control and Surveillance System (SRCVFFS).However, a similar Local System has not yet been developed due to the absence of formally established Local Boards.

In this context, we have provided technical and legal support for the implementation of the first Local Forestry and Wildlife Control and Surveillance Board (MLCVFFS), which facilitates citizen participation, including civil society and Indigenous communities. An example is the MLCVFFS of Tambopata, which is currently in the process of formalization through a Municipal Ordinance of the Tambopata Provincial Municipality.

As part of our strategy to promote collaboration, Conservación Amazónica – ACCA forests the engagement and participation of multiple stakeholders in environmental decision-making and management. 

In this regard, we have provided technical and legal support to the Association of Forestry Concessionaires of Madre de Dios – ACOMAD, strengthening its organizational capacity so that it may serve as a model association for forest protection.
